These services are to supplement existing VTrans Winter and Summer maintenance operations due to a number of employment vacancies. The intent of these services is to ensure that VTrans is able to perform critical upkeep and maintenance of the State’s infrastructure. While VTrans prefers to provide all necessary equipment for any and all maintenance activities, there may be a need for the Contractor to provide tools and equipment in which case all rented tools and equipment under this contract shall be in good working condition and regularly maintained including applicable certifications, registrations, calibrations, and inspections by the Contractor. The Contractor will supply qualified workers necessary for an efficient and effective work force to support VTrans maintenance operations. These qualified workers will be under the direct supervision of VTrans Transportation Area Maintenance Supervisor (TAMS) for the daily maintenance operations. The Contractor and their employees will be subject to all applicable State and Federal regulations for the conduct of personnel. The Contractor will screen all personnel to assure the State that all employees can perform the services in accordance with this Scope of Work. Further, the Contractor will comply with all Federal, State, County, and City regulations. The Contractor may select to participate in both Winter and Summer maintenance operations, or they may select just one of the two seasons. The Supplemental Maintenance Service Contract is a Primary Retainer-Type Contract where individual Task Orders will be issued on an as needed basis. The Task Orders will indicate the work to be performed, project dates and other details required such as number of personnel, equipment, accessories, and licensed operators. Dependent on the need and vacancies within the Districts, some Task Orders could be for a longer period of time, such as weeks or months. VTrans will work with the Contractor to ensure availability, necessary operators, equipment if applicable and confirm pricing based on the hourly rates set within the Contract.
