Task 1: Kick Off Meeting The consultant shall review the LCPC’s original grant application before meeting with the project steering committee to develop and clarify project objectives, deliverables and schedule. Task 2: Literature/Policy Review The consultant will compile and review all relevant plans and studies that may inform this project (e.g., Vermont Strategic Highway Safety Plan, Regional Transportation Plan, Regional Active Transportation Plan, VTrans Capital Budget and Program, VPSP2 submissions from the region, VT 108 Corridor Management Plan, etc.). Task 3: Safety Analysis / Document Existing Conditions The consultant will compile and analyze existing conditions information including, but not limited to, crash data, demographic information, roadway conditions, bicycle and pedestrian accommodations, and public transit services. They will develop a technical memorandum to document existing conditions and safety analysis (See the details in the SS4A NOFO (Notice of Funding Opportunity) and SS4A Action Plan Components). Task 4: Engagement and Collaboration • Conduct outreach to get community representation and feedback to inform this planning activity. • The consultant is encouraged to utilize creative methods to promote engagement in the community. The consultant is further encouraged to review Promising Practices for Meaningful Public Involvement in Transportation Decision-Making to inform best practices to that end. • Project Steering Committee will meet with the consultant up to 4 times to review drafts and provide feedback and guidance throughout the planning process. • Focus Groups – Conduct up to 4 focus group meetings to get input groups in the region. • Targeted Outreach – Contact VTrans District staff, road supervisor and select boards to get input from those who have intimate knowledge of the road maintenance issues to inform the safety action plan. • Identify Needs – Identification of safety problems based on data analysis and community input. Task 5: Develop Implementation Plan Identification of a comprehensive set of projects and strategies—shaped by data, the best available evidence and noteworthy practices, and stakeholder input that will address the safety problems described in the Action Plan. Considerations shall include how current transportation systems and services impact the lives of all users. The plan will highlight strategies and countermeasures that focus on a Safe System Approach and effective interventions and consider multidisciplinary activities. Project readiness timelines shall be assessed for each strategy categorizing them as short term (0-3 years), mid-term (3-7 years) and long-term (7+ years) solutions. The Implementation Plan will also identify how implementation progress will be measured and how to maintain transparency for the community to understand how progress is being made over time. Task 6: Develop Final Draft Safety Action Plan Develop a draft Safety Action Plan for review/consideration by the project steering committee. Conduct outreach to stakeholder groups and the community at large to get input. Review input received and resulting Plan changes with the steering committee. Develop a final Safety Action Plan for approval by LCPC and the Cambridge Selectboard.
