FCNRCD received an Archaeological Resources Assessment (ARA) for this project in 2022 from UVM CAP, which identified precontact archaeologically sensitive areas and 2 historic archaeologically sensitive areas. The ARA determined that a Phase I Site Identification Survey involving subsurface testing be conducted within the APE on the identified archaeologically sensitive areas. Expected tasks for these assessments include background research, field work, mapping, and report writing. The tasks the consultant will be involved with are expected to take place between September 2025 and June 2026, in order for final design to be completed by June 2026, and to accommodate further archaeological investigations, if needed. Involvement with reporting and permitting needs may extend further into 2026 or 2027 depending on the findings. Task I: Initial Site Visit – September – October 2025 The consultant will participate in an initial site visit with the FCNRCD to discuss data collection needs and adjust timelines as needed. Task II: Research & Data Collection – October – December 2025 The consultant will conduct work associated with a Phase 1 investigation in accordance the Vermont Historic Preservation Act and National Historic Preservation Act following The Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings (2017) in the Area of Potential Effect determined by Dubois & King in Figure 1. Some small adjustments to the APE may be requested as Final Design work continues. P. lease note, the area of interest is largely an active agricultural field so coordination with the landowner, farmer, and other interested parties may be needed to determine a suitable timeline for field work to occur. Task III: Reporting – October 2026 – February 2026 The consultant will complete a report of their findings and recommendations and will present the report to FCNRCD and other relevant consultants and stakeholders. This report will also be submitted to the State Historic Preservation Office for their review and determination if additional work is needed. FCNRCD understands that if additional tasks are required by the State, those tasks will likely require additional funding from FCNRCD to the selected consultant. Task IV: Permitting – October 2025 – June 2026 The consultant will advise FCNRCD and Dubois & King on any design and permitting requirements relevant to historic preservation and assist with reporting and permit applications as relevant.
