Specifications include, but are not limited to: The purpose of any resulting contract will be to provide support for the media campaign activities of the agencies, departments and divisions of Vermont state government (‘Departments’), as well as quasi-governmental entities, on an as-needed, project-by-project basis. The Chief Marketing Officer has identified an opportunity for savings by consolidating media dollars under one contract and coordinating multiple in-state media campaigns through a single media buyer to increase purchasing power and buying efficiencies. This consolidation provides the media buyer more negotiating power with media vendors resulting in lower rates on behalf of the state as a whole. The lower cost per spot affords the ability to purchase more spots and the negotiation of more value-added benefits resulting in greater impact on both small and large in-state initiatives. This is particularly true for broadcast media such as television and radio.
