SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Vermont Agency of Human Services/Department of Health (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide an Incident Management System for the State’s Health Operations Center (HOC). The HOC is a centralized command system that organizes and coordinates emergency response activities. It supplements day-to-day Department of Health (VDH) infrastructure, creating direct connections between teams that may not routinely work together. The HOC’s role is to identify response objectives and provide teams with the information, resources, and planning support to achieve them. They are responsible for coordinating response work between teams and divisions. The Vermont Department of Health recently discontinued its use of an out-of-the-box solution for its Incident Management efforts. The HOC currently uses a variety of applications to meet this need, primarily through the Microsoft365 Suite. This includes use of Outlook and Teams for Communications, SharePoint and Teams for maintaining documents, and Excel for maintaining Tasks. The HOC does not currently have the means of associating artifacts/ tasks/ messages within an Incident, or automating the creation of standard Reports
