SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Vermont Agency of Human Services/Department of Health (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide a Healthcare Resource Management System for the State’s Division of Emergency Preparedness, Response, and Injury Prevention (DEPRIP). The Healthcare Preparedness Program (HPP) in DEPRIP is responsible for gathering healthcare resource data across Vermont in order to provide situational awareness and support in crisis response events. Data collected includes at a minimum: current operational status, generator capacity, bed availability, blood availability, number of patients, and other specified supplies as needed. Data is currently gathered from regional hospitals and VDH Local Health Offices, totaling approximately 30 resources. The desired solution will enable HPP staff to grow their program reach and response efforts by allowing for the inclusion of other types of healthcare resources, including but not limited to EMS Districts, Long-Term Care Facilities, and deployable resources. The current solution only allows for moment-in-time reporting of submitted data. The desired solution will allow HPP staff to store, export, analyze, and report on historical data as well, allowing for greater visibility into resource supply inventory issues, especially during crisis response efforts. Data collected does not include any PHI / PII.
