Specifications include, but are not limited to:The Vermont Department of Environmental Conservation, Ecosystem Restoration Program (ERP), in partnership with the Vermont League of Cities and Towns (VLCT), is in the process of updating the Vermont Model Low Impact Development Stormwater Management Bylaw, which was released in 2008. As part of this update, ERP is interested in making stormwater management, and this bylaw specifically, more accessible to small and moderately sized towns by developing a suite of tools that can be utilized to size, and aid in the review of, green stormwater infrastructure (GSI) best management practices (BMPs). ERP is issuing this Request for Proposals (RFP) for qualified consultant services to: 1) develop a simplified sizing methodology that includes sizing factors for a variety of green stormwater infrastructure practices based on contributing impervious cover, prevalent soil types, mean annual precipitations, and representative site infiltration rates, and 2) develop an associated BMP standards and specifications document that outlines the assumptions made in the sizing tool and minimum design criteria for each BMP
