Through this Request for Proposal (“RFP”) the Vermont Department of Public Service (hereinafter “the Department” or the “State”), is seeking proposals for expert witness services to assist the Department in its review of a petition filed with the Vermont Public Utility Commission (“Commission” or “PUC”) for amendments to the permit for a natural gas pipeline located in Vermont. The Department represents the public interest and Vermont ratepayers in utility cases before the Commission. The selected contractor will support the Department’s legal and technical staff as needed throughout the Department’s participation in the Commission’s proceedings for the amended petition submitted by Vermont Gas Systems, Inc. (“VGS”) in PUC Case No. 25-0055-PET, which concerns VGS’ petition to amend Certificate of Public Good #7970. The selected contractor will be expected to provide technical review and analysis of issues within the scope of the proceeding, as defined in the Commission’s Order of May 20, 2025, in Case No. 25-0055-PET.
