The Department represents the public interest and Vermont ratepayers in utility cases before the Commission. The selected contractor will support the Department’s legal and technical staff as needed throughout the Department’s participation in the Commission’s proceedings for the amended petition submitted by Vermont Gas Systems, Inc. (“VGS”) in PUC Case No. 25-0055-PET, which concerns VGS’ petition to amend Certificate of Public Good #7970. The selected contractor will be expected to provide technical review and analysis of issues within the scope of the proceeding, as defined in the Commission’s Order of May 20, 2025, in Case No. 25-0055-PET. The Commission’s review will include whether the substantial changes to the pipeline, and any proposed mitigation, satisfy the 30 V.S.A. § 248(b) criteria and the general good of the State standard under 30 V.S.A. § 248(a). The Department expects the contracted expert to weigh in on the 30 V.S.A. § 248 criteria within the Department’s purview, with a focus on criteria related to health and safety.
