Specifications include, but are not limited to: 1. Adapt the key messages, contained in the attached Champlain Valley Head Start cover letter (i.e. federal requirement, how to build is relationship with the dentist, and how Head Start can support parents) to reach a statewide audience of Head Start and Early Head Start parents. There are approximately 1,800 families (single or two parents) with children enrolled in this early education and care program. 2. Re-design the attached Vermont Department of Healths How to Build a Team to Protect that Smile for Life brochure to incorporate the key messages in 1. This will include removing some oral health habits and hygiene information based on input from the State Oral Health Team. 3. Frame the messaging using the spirit of Motivational Interviewing (i.e. collaborative, drawing ideas and solutions from parents-evocation, autonomy to make decisions, and non-judgmental). 4. Design the layout of the brochure using language, images and presentation that is effective with the target audience. Parents of children enrolled in Head Start and Early Head Start predominately represent the low income segment of Vermonts population. 5. Apply health literacy to messaging on brochure. 6. Develop interview questions so the State Oral Health Team can pre-test messages among a sample of Head Start and Early Head Start parents before the brochure or other material is finalized. 7. Edit the message/brochure (or other material) based on pre-testing of campaign messages. 8. Provide the printer, which VHSA hires with the printing specifications and appropriate files or submit an estimate to print the material in-house (see 11). 9. The timeline will require the contractor to complete 1-6 by April 30 and make final edits by June 30 after the testing is completed in May by the State Oral Health Team. 10. Maximum budget is $4,000. 11. Optionally, contractors may submit costs to print the material based on the current layout of the How to Build a Team to Protect that Smile for Life brochures.
