Through this Request for Proposal (“RFP”) the Vermont Department of Public Service (hereinafter “the Department” or the “State”), is seeking to establish contracts with one or more companies for expert witness services to assist the Department in the formulation and presentation of recommendations to the Vermont Public Utility Commission (“Commission”) regarding impacts to aesthetics and orderly development of the region from proposed telecommunications facilities, electric transmission and generation facilities, natural gas facilities and infrastructure, and other energy infrastructure projects, primarily in the context of 30 V.S.A. §§ 248 and 248a proceedings. The Department represents the public interest and Vermont ratepayers in utility cases before the Commission. The selected contractors will support the Department’s review of petitions filed with the Commission, as needed, by assessing possible impacts to the 30 V.S.A. §§ 248 and 248a criteria of aesthetics and orderly development of the region, as well as assessing of any analyses provided by the petitioners and other parties regarding those criteria.
