Specifications include, but are not limited to: The State is requesting an operational feasibility study to explore goals for the State of Vermont that will increase efficiency, modernize State government, and maximize revenue potential for DLL. The goal for the State is to examine the range of State Liquor operating systems in existence elsewhere and make a recommendation to the State on the most efficient and least expensive system to implement and operate. This study will explore various operational models for the procurement, storage, and delivery of liquor (for example: pursuing a partnership with a neighboring state for storage and delivery); examine DLL’s current distribution model; and research new operational models that represent the least cost system to implement and operate. This study will provide a comprehensive picture of the possibilities that will allow the State of Vermont to make a fully informed decision about the DLL model.
