Specifications include, but are not limited to: The City of Winooski (the City) is requesting proposals for the purpose of selecting and retaining a fullservice vendor experienced in the development, installation, and operation of a credit and debit card processing service. The City of Winooski proposes to enter into an agreement with a firm to provide a competitively based discount for processing all four major credit cards: Visa, MasterCard, Discover, and American Express in a revenue neutral method to the City according to the following scope of work. The merchant processing services must be compatible with the City’s present equipment, software, and cloud server environment. The service should allow the City to process payments either in person in our offices with card present by magnetic strip or chip or to be initiated by the customer to make payments through the City’s website, hosted by Civic Plus. Estimated payments to be processed annually are $21,000 in recreation fees, and $260,000 in other governmental fees including taxes, utilities, and permits. Currently the City has a vendor for processing payments of around $240,000 annually from our parking kiosks hosted by Cale and the Parkmobile application. Ideally, the proposed services should be compatible with these systems for future integration. Payments must be deposited electronically into specified City bank accounts. All processing fees must be separate from revenue deposits. The float on City funds should be minimized. The service should be able to provide online access for the City to view daily transactions and account reconciliation/settlement reports with enough detail to be posted to individual accounts. Monthly statements should be provided that clearly summarize all revenue related activity including all chargeback information by date. The statement deposit activity must match the actual deposit activity in the City’s accounts. Technical support should be available seven (7) days per week, and have the ability to provide on-site technical services as may be required in the event of operational difficulties related to transmission of daily transactions or any equipment/software failure or malfunction. Respondents must be compliant with a Payment Card Industry (PCI) security standards as established by the Payment Card Industry Standards Council.
