The State of Vermont seeks to contract with suppliers of bulk potable water (“Bulk Water”) for use in water systems during emergency situations or as otherwise requested by the State of Vermont, municipality, or political subdivision. 3.5.1.2. Bulk Water is defined as drinking water delivered to consumers or water purveyors by means other than pipeline or bottled water. 3.5.1.3. The State of Vermont Department of Environmental Conservation (DEC) requires the public water system receiving the Bulk Water comply with the requirements of the Vermont Water Supply Rule as contained in subchapter 11.2 Bulk Water, and with the DEC’s Procedure for Bulk Water Hauling as an Emergency Source: In general, the bidder will be required to provide Bulk Water from a Public Community water system or Domestic Bottled water system permitted by DEC or similar State agency in the State in which the source water supply is located. 3.5.1.4. The bidder shall include in their bid a copy of their Standard Operating Procedure (SOP) for ensuring sanitary conditions of their bulk water hauling operations, meeting the minimum requirements of the Water Supply Rule.
