• The boat launch should be designed in general conformance with the Design Handbook for Recreational Boating and Fishing Facilities, 2nd Edition prepared by the States Organization of Boating Access. • The assumed target elevation of the bottom of the boat launch shall be approximately 88’ mean sea level. The 88’ elevation is 5’ below the low water level of 93’ of Lake Champlain. Borings, soundings and surveys will be required in the design to determine the feasibility of this elevation; the elevation is an ideal target but may change based on additional data. • A dredging design will be required; the design will also have to consider future maintenance and minimization of future dredging. • An abandoned water intake line and pipes believed to be previously used as bulk fuel filling lines are located at the proposed boat launch site, these will have to be removed as part of the Project. • The former Public Works Garage is the subject of several environmental investigations. The Consultant shall review the existing reports and findings and identify any data gaps that will have impact on the progression of the Project. These reports will be shared with interested consultants in the Statement of Qualifications (SOQ) stage. • The design should address adequate circulation of traffic in and out of the pre-launch and post-launch areas as well as street access. • The design shall include pedestrian facilities and overflow parking between Town Hall and the Project property, as well as a sidewalk adjacent to Georgia Shore Road. • The design should review appropriate stormwater controls for surrounding impervious surfaces. • The design should include a system that will withstand water level fluctuations and temperature changes. • The design may require, at a minimum, the following types of permits: local municipal review, ACOE, State Lake Encroachment, Wetland, Stormwater, Archaeology and Endangered Species, ANR Lakes and Ponds and Aquatic Nuisance Control.
