Specifications include, but are not limited to: 1. The Contractor shall provide services and in accordance with the following guiding principles: Consultation Model/Services: o Improve family skills and knowledge so they can better support their child's development, including their social communication skills; o Evidence-based, age-appropriate to the population, and functional; o Sustainable: services follow all applicable rules, so they are able to be billed to commercial and public insurance; o Accessible statewide; o Actionable strategies are provided to the child’s team including their family and service providers; o Neurodivergent perspective – consultation is available for every child, even if it is concluded that the child may not have or is not ultimately diagnosed with Autism. If the child’s presentation has behavioral, linguistic, or sensory markers indicative of possible Autism, consultation should be available; o Responsive, realistic, and relevant to CIS-EI teams including families. Family Engagement: o Consultation provided in a supportive manner that builds relationships with the family and the team, including: ▪ Culturally, emotionally, and developmentally sensitive and supportive to all families inclusive of their race, ethnicity, social and economic backgrounds, and readiness for supportive input; ▪ Delivered using evidence-based approaches and models with fidelity; ▪ Individualized to the needs of the child, family, and team; ▪ Delivered at least monthly in an ongoing manner responsive to the needs of each child, family, and their team; ▪ Include family training and skill modeling, so families, as well as providers, improve their abilities to support the development of their neurodivergent children; ▪ Assisting the team in identifying if there is a need for a referral to be made for a diagnosis; ▪ Collaborating with any Applied Behavior Analysis services a child may be receiving; and ▪ Collaborate with medical homes as needed. Planning, Design and Service Delivery: Contractor Work Plan The Contractor shall: 1. Develop a work plan within the first 30 calendar days of the contract and update and submit monthly thereafter. The initial work plan must include, at minimum: a. Roster and plan for recruitment and development of consultation team, including names, qualifications, and experience. b. Plan and status of outreach, coordination strategy, roll out, and communication plan with Regional CIS-EI Teams. c. Plan of service delivery and timeline, development of directory of resources, and fee-for-service model. 2. The ongoing work plan shall include, at a minimum: a. Updated roster and status of development of consultation team, including names, qualifications, and experience. b. Status of outreach, coordination strategy, roll out, and ongoing communications with Regional CISEI Teams. c. Status of service delivery and timeline, development of directory of resources, and fee-for-service model. 3. Meet at least monthly with the Children’s Integrated Services (CIS) Part C Administrator, Child Development Division (or designee) during the length of the contract. 4. Meet quarterly with CIS State Team and regional CIS-EI Teams to elicit feedback on referral process and services provided, and plan and/or services adjusted accordingly.
