Specifications include, but are not limited to:The scope of work has been developed to provide guidance for project functional and technical requirements and specifications to develop, procure and successfully deploy a Bluetooth based real-time traffic monitoring and vehicle speeds estimation system along the project corridors. A working group will be created to oversee and direct the development of project requirements, specifications and development and deployment plans. This group will include, but not limited to, staff from the CCRPC, Vermont Agency of Transportation (VTrans), FHWA-VT division office and representatives from participating municipalities. 3.1 General Functionality The advanced traffic monitoring system shall be capable of monitoring and measuring vehicular movement by identifying and comparing unique MAC (Media Access Control) addresses and time stamps associated with Bluetooth enabled electronic devices either installed in vehicles or carried by users. The system shall be capable of collecting and disseminating high quality travel times and speed data in a format compatible with SQL and integrate the system with the VTrans TOC. 3.2 Systems Engineering Process The proposer shall develop and submit a Systems Engineering Analysis report for approval from CCRPC and VTrans prior to developing and/or designing the real-time traffic monitoring system. The “Systems Engineering Guidebook for ITS”, published by FHWA, shall be used as reference for the Systems Engineering process.
