Specifications include, but are not limited to: 2.1.1. PROGRAMMING AND FUNCTIONAL PLANNING PHASE: The ARCHITECT/ENGINEER shall verify programming requirements with the Departments of Buildings & General Services, Judiciary, Department of Corrections - Probation and Parole, State’s Attorney, and attend the required programming meetings with all Departments. The ARCHITECT/ENGINEER work also includes: 2.1.1.1. Review and apply as required the existing 2021 Judiciary Newport Court program study completed by the National Council on State Courts.; 2.1.1.2. Review and apply as required, the existing 2017 district court feasibility and planning study findings supplied by BGS.; 2.1.1.3. Review and apply as required for district court design, national best practices in State District Court Planning and Trauma Informed Design and Planning for Judiciary uses. For general building design reference latest BGS Design Guidelines available online, and non-court publicuse/general private work areas, review and apply as required, the BGS draft 2021 Space Management Standards and Strategies as supplied by BGS.; 2.1.1.4. Determine user functional and business needs of all building users including BGS Operations and Maintenance, which include: (Note, the National Council on State Courts will act in an advisory role to Judiciary on their behalf throughout this process.); 2.1.1.4.1. Conduct departmental interviews and obtain programmatic goals and vision from each group, clarify existing building, individual space needs, security, and site requirements. Identify proposed future uses, as well as any overlapping requirements, opportunities for consolidation and efficiencies with other groups.; 2.1.1.5. Verify number of existing and future occupants by department. Obtain staff growth projections as available.; 2.1.1.6. Verify the mobility level of staff with weekly hours working onsite versus away whether teleworking or elsewhere to assist in determining quantity and type of assigned, shared, and unassigned seating.; 2.1.1.7. Identify and set goals and objectives for programming and preliminary building planning: They include business requirements, operational, resource usage, energy efficiency and sustainability, budgetary and economic, security, and social requirements. Include in the analysis any foreseen level of service projections or changes, and any permanent (if any) pandemic impacts on space use and planning. Also, consider Judiciary and long-term strategic planning and goals regarding improving efficiencies and consolidations of administrative services, and court functions across the service area or region.; 2.1.1.7.1. Determine with building users and BGS whether to conduct an in-person interviews with each user group and their representatives separately along with the use of questionnaires or surveys.; 2.1.1.8. Create a space program spreadsheet organized into (A) public-facing client service spaces, (B) private-facing secure staff work areas, (C) core building service areas and any (D) circulation and other factors. At individual spaces, identify number of seats per space recognizing the use of shared workstations or sharing of private office space due to enhanced worker mobility and remote working, special equipment or use factors.; 2.1.1.9. Create bubble diagram showing the relationships between public facing transaction and other public areas including court related space, and private workspaces. Identify required and desired direct and indirect departmental adjacencies on the diagrams.; 2.1.1.10. Verify the departments preliminary lists of required equipment and furnishings by user group.
