SCOPE AND BACKGROUND: Through this Request for Proposal (RFP), the Office of Purchasing & Contracting (hereinafter the “State”) is seeking to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for designing a new Vermont State Police Field Station in Clarendon, VT. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. The purpose of this project is to design a functioning field station that meets Vermont State Police’s needs. The scope of services for this project shall include programming, schematic design, design development, construction documents, bidding and negotiation, and construction administration. Preliminary programming was done to ascertain basic needs, but the consultants will be required to meet with individual user groups to confirm and verify program requirements and get sign-off from the Department of Public Safety (DPS). After the project is awarded, the Department of Buildings and General Services (BGS) will provide .dwg files of the Department of Public Safety (DPS) Facility in Westminster, Vermont for use by the design consultant in developing floor plan and programmatic layouts for the new facility. The State of Vermont owns an 8.35-acre parcel of land on the intersection of US Route 7, VT Route 7B and VT Route 103 in Clarendon, Vermont (known as Pierce’s Corner). The site is 5 miles south of Rutland. The parcel is in the Residential & Commercial district which has a maximum building coverage of 50% and a maximum building height of three stories or 35 feet. The parcel is currently undeveloped. The design consultant will be responsible for acquiring requisite federal, state, and local permits including ACT 250. Permitting will need to be addressed at all levels as soon as feasible to facilitate the bid award for construction by spring of 2026. It is expected that an ACT 250 permit will be required.
