Specifications include, but are not limited to: • Develop and implement a plan to provide education, outreach and technical assistance to WWTF operators subject to the Long Island Sound Nitrogen TMDL and Lake Champlain Phosphorus TMDL. Priority will be given to wastewater facilities in the Lake Champlain basin that will need to upgrade their facilities under the Lake Champlain TMDL. This task includes developing and implementing a plan for training wastewater treatment facility operators on different strategies to optimize facility processes to reduce nitrogen and phosphorus loadings. Special focus should be given to no cost – low cost optimization strategies. • Provide technical assistance to WWTF operators and industrial users as requested by the Supervisor of the Department’s Wastewater Section on an as-needed basis. This may include meeting with Section staff, facility operators and municipal officials. This may also include conducting round tables with WWTF operators and others to share technical information. In coordination with the Wastewater Section, provide technical assistance to WWTFs related to managing discharges from industrial users. This may include providing assistance to WWTFs with sampling industrial users connected to the municipal collection system, characterizing influent wastewater and contributions from industrial users, and developing local limits and sewer use ordinance conditions to manage discharges of industrial and process wastewater received by the WWTF.
