NOTICE TO QUALIFIED FIRMS TO ENGAGE IN
OWNER-ADVISOR/PROGRAM MANAGEMENT
The University of Utah (U Facilities or UU) is soliciting the services of qualified engineering and/or A/E firms to perform consulting services in the early phases with later potential design services (Phase III) for the following project:
Project Name: University Utility Program Management for College Town Magic Utility Planning, Owner Support, and Overall Utility Master Plan
Project Location: Main campus with option for Research Park

Project Executive Summary:
The University of Utah Facilities is seeking statements of qualifications for qualified firms to act in an Owner-Advisor/Program Management role. This firm will prepare a comprehensive utility infrastructure investigation and determine the capacity and conditions of existing infrastructure and facilities. The firm will develop a master plan encompassing elements centered around the University Physical Development Plan (UPDP) framework, focused initially on the defined College Town Magic boundary, and then as a campus-wide plan with an option to include Research Park.
The phased project scope should include but is not limited to 1) evaluating utility existing mapping and modeling of utility infrastructure, 2) assessment of system capacity analysis, condition, and future demand projections, 3) system potential upgrade strategies considering Campus changes per the University Physical Development Plan framework (UPDP) and Campus Master Plan, 4) environmental considerations, and necessary regulatory compliance requirements with campus, local and state regulations. The investigation, analysis and planning efforts shall ultimately lead to campus-wide capital improvement and capital development strategic planning, facility impact fee planning, maintenance guidance and operational strategies.
Note that the University Physical Development Plan (UPDP) simply provides a framework for the UU Campus Master Plan.
U Facilities has a budget of $1,000,000.00 for this initial phase of the utility infrastructure investigation, capacity and modeling, and condition rating. Additional project funds and scope will be negotiated after the initial inventory, modeling, and capacity analysis have been completed.
Effective planning involves collaboration with stakeholders including utility providers, engineers, planners, and local authorities, in conjunction with the U Facilities team. Thorough data collection, mapping, analysis of existing utility systems and documentation is crucial for future projections, strategies and recommendations.
The Campus Utilities Inventory of Existing Conditions, Capacity and Condition Study, and Master Planning support should encompass the following utilities:
- Culinary Water (UU conveyance and non-UU supply facilities)
- Secondary Water (including University wells and water rights)
- Storm Water System (UU conveyance and non-UU outfall facilities)
- Sanitary Sewer System (UU conveyance and non-UU outfall facilities)
- High Temperature Water (HTW) System (including UU central plants and cogeneration)
- Chilled Water System (including UU central plants)
- Electrical Distribution System (including UU facilities and non-UU substations or other facilities)
- Natural Gas Distribution System (all non-UU facilities)
- Utility tunnels or corridors
- Potential for future Geothermal fields
- Telecommunications/Fiber (University Information Technology [UIT] coordination required)
Each utility distribution system shall be analyzed to identify the existing strengths and weaknesses, current capacities, and any limitations in each system.
Requirements for each Utility System Inventory:
- Summarize utility system
- Evaluate short- and long-term demands
- Assess the performance of each utility system
- Identify system improvements necessary for each major project
- Address future growth previously identified in University Physical Development Plan framework with primary initial focus on the area identified as College Town Magic and the Campus Master Plan
- Conservation efforts, all per the University Physical Development Plan framework (UPDP) and Master Plan, CAP and CERP.
- Provide a remaining service life per GASB34 and per Generally Accepted Accounting Principles (GAAP)
- Provide a Capital Improvement Plan (CIP) and Impact Fee Facilities Plan (IFFP)
The selection shall be made on a qualification’s basis. The Solicitation for Qualification documents, including the Proposal Requirements, Selection Criteria, and Project Schedule, will be available on the BidNet Direct website.

A MANDATORY Pre-Proposal Meeting and Site Visit will be held at Turpin University Services Building (1795 E South Campus Dr, Salt Lake City, UT 84112) on Monday, October 6 at 2 PM MT.
All design firms wishing to submit on this project must attend this meeting.
*Proposal dates for the required references, management plans, statements of qualifications, and interviews will be based on the Project Schedule included in the Solicitation for Qualifications.
