Specifications include, but are not limited to: Phase I – Study Resources Review and use previous studies and master plans to evaluate the feasibility of a scalping treatment plant on the west side of the City. ; Phase II – Study Report • Provide answers to baseline questions asked in detail. Tables, spreadsheets, graphical, and mapping are expected in the body of the report. • Submit drawings showing the three tentative siting options. • Submit cost benefit analysis of the options ; • Provide data on staffing and expected annual Operations and Maintenance for the new western wastewater treatment facility. • Discuss siting ramification proximate to residents and businesses. • Detail risks and methodology to minimize risks. ; Phase III – Public Involvement – (Optional at the request of the City) Prepare graphics and/ or a PowerPoint presentation detailing the efforts and conclusions of the study in a format that is concise and clear for public presentation. • Attend and present information at a minimum of 2 meetings with the public (Planning Commission and City Council).
