Specifications include, but are not limited to: I. Purpose and Background a. The Mountain Plains States Consortium (MPSC) was a State Agency Model (SAM) launched to develop a Women, Infants, and Children (WIC) Information System (the MPSC System) that could be transferred to other WIC State agencies (SAs) to eliminate duplication, streamline the procurement process, and minimize the time, effort, and cost to operate and maintain the System. The philosophy of the SAM is "build it once, and replicate it many times.” The Mountain Plains User Group (MPUG), which succeeds the MPSC, supports this philosophy and operates as described in the MPUG Charter included as Attachment C. b. MPUG governance, as structured in the MPUG Charter, consists of the Executive Steering Committee (ESC), the Change Control Board (CCB), the Product Management Office (PMO), and other strategic planning work groups and task forces. The ESC and CCB each meet separately twice per month. MPUG communication and documentation of information, events, product status, and documentation is housed on a MPUG collaboration site, which is established, owned, and maintained by the Product Management Office (PMO). c. The Maintenance and Enhancement (M&E) Contractor is currently Custom Data Processing, Inc. (CDP). CDP is responsible for maintaining the source code and developing enhancements to MPSC system code, as approved by the MPUG. The lead state of the MPUG refers to the state holding the current M&E contract. Utah is currently the lead state. d. The following WIC agencies are current members of the Mountain Plains User Group – Utah, Wyoming, Colorado, Nevada, Inter-Tribal Council of Nevada, Nebraska, Iowa, North Dakota and Vermont.
