Specifications include, but are not limited to: 1. Offeror must have expertise in advising SEAs on assessment and accountability issues. 2. Offeror must have experience assisting SEAs through Federal Peer Review. 3. Offerors must have experience calculating and implementing SGPs. 4. Offeror must have capacity to provide services for the scope of work herein described. 5. Offeror must have a minimum of 3 years’ experience in: a. facilitation of meetings; b. technical and policy advising and training on the SEA and LEA levels; c. design and implementation of accountability measures; d. advice and assistance with state assessment systems; e. advice and assistance with federal peer review; f. design and implementation of student growth percentiles (SGPs) and related methodologies 6. Protection of Student Level Data. Offeror must provide a statement that if selected as a result of this RFP, it will protect all student level data in a manner that does not permit personal identification of students by anyone except those bound by a resulting contract and the USBE; that it will safeguard, protect, and maintain the confidentiality of any student level data of any kind which come into its possession in the performance of services under an agreement that results from this RFP; that it will not disclose or re-disclose any such data without prior authorization from USBE, the parent and/or legal guardian, or eligible student; that it will comply with FERPA and all other applicable state and federal student privacy laws, and will maintain any and all personally identifiable information in a manner consistent with such laws; that at USBE's option, it will return or securely destroy any such data upon the earlier of either the expiration or termination of any contract resulting from this RFP. Failure to include such a statement in its proposal will eliminate offeror from consideration.
