Specifications include, but are not limited to: Salt Lake County is self-insured for its auto liability risks and self-administers its own claims. The County’s Risk Management Unit manages those risks under the direction of the Salt Lake County District Attorney’s Office. The County’s Fleet Management Division oversees and coordinates the repairs to the County vehicles. On-Scene Vehicle Accident Investigations: The County currently contracts for on-scene response and investigation services for all accidents involving county vehicles. Over the past four years, the County has averaged 65 vehicle accidents per year that required an on-scene investigative response. A small percentage of the accidents that require an onscene response occur during the weekend and the overnight hours. Accident frequency tends to increase during the winter months requiring response during inclement weather. The successful proposer for on-scene accident investigations must have sufficient resources and communication abilities to answer calls from an accident scene and respond immediately. The accident investigator is required to be onscene within 30 minutes of call out, regardless of the time or day called. As the value of an on-scene investigation decreases with time due to changing conditions such as the departure of the parties, a fee reduction will be expected in cases where the investigator is unable to arrive on-scene within the 30-minute response window. It is expected that the successful proposer shall have in place a single number that County personnel can contact to initiate a call out.
