Specifications include, but are not limited to: a. Recruit, hire, and train employees to meet the needs of this Contract; b. Utilize Volunteers to support the needs of this Contract; c. Employ a full-time Native American Specialist whose primary job responsibilities are to recruit, mentor, and retain Native American Foster Parents licensed by the Office of Licensing/Tribes. The Contractor shall ensure the Native American Specialist has: (1) A bachelor’s degree in a human services field or four years of education and experience working in the human services field; (2) Demonstrated knowledge of the laws and requirements of the ICWA through verifiable employment experience and references; and (3) One year experience and demonstrated expertise in working within the Native American community and with tribal leaders or tribal social services through verifiable employment experience and references. d. Employ one Regional Retention Specialist for each DCFS Region to distribute available resources and to serve as coordinator for the Contractor to the Support Group Program; e. Ensure all Foster Parent pre-service trainers complete the required process to become certified and maintain certification as a trainer through the agency that oversees the pre-service curriculum; f. Ensure one staff member who has knowledge, experience, and demonstrated expertise in curriculum development and design, course evaluation, and electronic learning principles.
