Specifications include, but are not limited to: POMSLA seeks legal counsel to provide day-to-day advice to the POMSLA board and staff, ensure our compliance with relevant requirements, draft and review contracts and other legal documents, and represent POMSLA in any litigation (not anticipated). Counsel should have meaningful experience and expertise in the following areas: representing/advising political subdivisions (especially in Utah); the Open Meetings Act and GRAMA; public and private financing , including such tools as bonding, tax increment financing, and special assessment districts; and land use and development, including Interlocal Agreements, land sales, development and leasing agreements, infrastructure deals, restrictive covenants, zoning, etc.
