Specifications include, but are not limited to: A. It is the UDC Sex Offender Treatment Program’s (SOTP) goal to lower offender’s risk of reoffending. Therapists and SOTP staff make decisions regarding offenders incarcerated for sexual offenses, therefore, we adhere to The Association for the Treatment of Sexual Abusers (ATSA) principal: “Community safety takes precedence over any conflicting consideration and ultimately is in the best interest of the abuse and his or her family.” B. The primary method of treatment is to be structured group therapy. Psychological and sexual arousal evaluations will be conducted by a licensed therapist. Individual sessions for crisis and disclosures, family reunifications, relapse preventions and psycho-educational coursework may also be utilized. Psycho-educational coursework includes but is not limited to, sex education, cognitive restructuring, life skills, victim empathy, relationship skills, parenting classes, anger management and substance abuse therapy. C. CONTRACTORS’ therapists are not UDC/State of Utah employees therefore vacation or sick time is not compensated. CONTRACTOR will provide treatment at Region III, a minimum of 32 hours per week D. Treatment providers and their programs must be consistent with the Professional Standard and Ethics of the profession and in accordance with the UDC Sex Offender Treatment Parameters. 1. Program Goals a. Provide quality non-residential treatment as required by UDC Sex Offender Treatment Parameters. b. Successfully treat offenders by having them progress through the treatment process thus reducing their risk to re-offend. c. Treat as many offenders as possible while maintaining program integrity. d. Provide offenders the skills needed to curtail sexual acting out, thus enabling them to live in the community with reduced risk to the public. e. Family reunification when appropriate. f. Provide indigent offenders treatment regardless of ability to pay. g. Refer those offenders who violate their parole conditions, or who are failing to progress through treatment to the assigned agent for possible referral to the courts and or the Utah Board of Parole in a timely manner. 2. Program Objectives a. Provide a cognitive/behavioral approach in eliminating inappropriate and illegal sexual activity through group, individual and psycho-educational modalities. b. Evaluate psychological and sexual arousal functioning. 3. Program Evaluation and Performance Measures With each invoice, CONTRACTOR will provide UDC with monthly statistical data that shall include, but not be limited to the following information: a. Number of successful completions b. Number of terminations c. Reason for each termination d. Number of days in treatment for those terminated.
