Specifications include, but are not limited to: The purpose of this RFP is to enter into a contract with a qualified professional consultant team to assist the Utah Communication Authority (“UCA” or the “Authority”) in the implementation of: 1) an Emergency Services Internet Protocol Network (“ESinet”) that is i3 compliant or better and Next Generation Core Services; and 2) a Next Generation 911 Call Handling Solution. These solutions are both outlined in more detail in Solicitation RFP#CO19015 and RFP#CO19016, respectively. General Requirements • The Offerer must have extensive knowledge, experience, and understanding of NG 911 systems ESiNet, Next Generation 911 Core Services and Next Generation 911 Call Handling Solution), design, engineering, implementation, and installation; • The Offerer must be highly educated and experienced with current i3 systems, i3 system features, i3 end user equipment, compatibility issues, and non i3 systems including, but not limited to, RFAI; • The Offerer must be experienced with the planning, installation, and migration associated with upgrading to an i3 compliant system, as well as experience with Next Generation 911 call handling solutions; • In order to best assist the Authority with implementation, the Offerer must learn and become extremely familiar with the existing 911 system within Utah and the Public Safety Answering Points (PSAPs) and Dispatch Centers across the State; • The Offeror must assist the Authority with any technical decisions and discussions with the awarded vendor(s); • The Offeror must show experience with successfully preparing and presenting similar or closely related requests for proposals on a state-wide or multi county scale; • The Offeror must show an ability and willingness to provide competent and valuable advice and consultation to the Authority during the implementation process; • The Offeror shall read and understand RFP#CO19015 and RFP#CO19016; • The Offeror shall read and understand the proposal of the vendor(s) selected to implement Utah’s statewide ESInet and Next Generation 911 Core Services, as well as the Next Generation 911 Call Handling Solution; • The Offeror shall read and understand the contract between UCA and the vendor(s) selected to implement Utah’s statewide ESInet and Next Generation 911 Core Services, as well as the Next Generation 911 Call Handling Solution; • The Offeror shall attend project, construction, and other meetings as deemed necessary by the Authority prior to and during the implementation; • The Offeror shall accompany UCA and/or the vendor(s) selected to implement Utah’s statewide ESInet and Next Generation 911 Core Services, as well as the Next Generation 911 Call Handling Solution for any and all site upgrade, testing, remediation, or other upgrade related purpose as deemed necessary by UCA.
