This Request for Proposals (RFP) is being issued by the State of Utah (“Lead State”) in collaboration with the NASPO ValuePoint cooperative purchasing program. The purpose of this RFP is to re-solicit the Cloud Solutions portfolio that is currently set to expire in September 2026. This RFP expands the scope from what was previously included in Cloud Solutions to now include a more structured approach for public entities to purchase both onpremises and cloud-hosted software solutions, including value-added services, solutions, and hardware. The resulting Master Agreement contract(s) for the new Cloud and Software Solutions portfolio will provide Participating Entities with access to technical capabilities, software, hardware, and solutions that run in either the cloud or locally hosted, on-premises environments, meeting the NIST Essential Characteristics. This RFP is open to both Direct Service Providers and Value-added Resellers (as those terms are defined in Attachment B Scope of Work). There are four categories available for award listed below: 1. Software as a Service (SaaS), 2. Platform as a Service (PaaS), 3. Infrastructure as a Service (IaaS), and 4. On-Premises.
