Specifications include, but are not limited to: The current Utah driver license/identification card application and issuance process will remain unchanged. The Mobile DL/ID may be “issued” to a customer at any time after a driver license/identification card application is processed by DLD. Recipients must have a valid Utah driver license/identification card in order to be eligible for a Mobile DL/ID. The Mobile DL/ID must be able to be integrated into the Utah Citizen Portal for authentication. https://le.utah.gov/~2019/bills/static/SB0137.html The Mobile DL/ID includes anti-counterfeit features. The Mobile DL/ID must have comparable security and privacy levels equivalent to the current Utah driver license/identification card. The Mobile DL/ID solution includes wireless mobile (iOS/Android) platforms. The Mobile DL/ID must contain all existing card information. Responding vendors should anticipate that the proposed Mobile DL/ID may be used as a driver license or identification credential, including all privileges granted on the motor vehicle system. In other words, the Utah Mobile DL/ID should be usable for all current card uses. DLD would require that the Mobile DL/ID features are capable of future expansion to include and authenticate other privileges as provided by law. Any Mobile DL/ID solution offering must include the following three basic elements: User app to capture & display a secure driver license/Identification card. Verifier app to read the Mobile DL/ID and perform its own verification lookup. Backend system for hosting the Mobile DL/ID data.
