Specifications include, but are not limited to: Identify the long term mobility needs of the project area, proactively work with all stakeholders in a transparent and inclusive process, and identify solutions that consider a broad range of perspectives while avoiding and minimizing impacts to the environment. Phase 1 The Consultant will gather and analyze data during this phase to identify the issues, work elements and other relevant factors having the greatest impact on the Provo North Interchange EIS. Phase 1 tasks will include, at a minimum: Review past planning studies, traffic analyses and transportation studies performed on and near the I-15 North Provo area While preparing the Public Involvement Plan, develop a Public Involvement strategy that identifies and targets the most effective social media platforms to place relevant project information at the user’s fingertips. Using limited public engagements, test the platforms, channels and methods proposed in preparation for full deployment during Phase 2 of the study Analyze infrastructure conditions Develop baseline of current transportation system (No Build) Define the study area and logical termini for the EIS Perform a traffic analysis including existing conditions, projections and travel demand (2050) to inform the project Purpose and Need Obtain Mapping/Photography, ground survey and SUE maps Perform environmental surveys to evaluate the following resources: o Right of Way and property ownerships o Current and projected land use o Population projections/project demographics o Employment projections and opportunities for economic development Prepare a report describing Phase 1 findings, work elements, issues and relevant factors impacting the EIS and recommendations.
