Specifications include, but are not limited to: The Contractor shall provide, operate, and maintain the required services as well as any related support facilities and services in accordance with this RFP and the resulting contract to such an extent and in a manner considered satisfactory by the Division. Except for any such items that may be provided to the Contractor by the Division, the Contractor shall provide the personnel, equipment, goods, and commodities necessary for providing, operating, and maintaining the required services in accordance with this RFP. The Division will not contract with any other vendor to provide the listed services within the designated Contract Service Area throughout the term of the resulting contract. The Contractor shall operate and maintain facilities and shall describe in a business plan how they will offer the services listed below: DESERT TORTOISE ADOPTION ACTIVITIES All Desert Tortoise adoption activities are as follows: The contractor should possess education related to the following: A Bachelor of Science degree in Biology, Zoology, or Wildlife Management, A Masters or PhD degree in Biology or Zoology is preferred University level education specifically in Herpetology strongly preferred The contractor should be able to demonstrate at least 5 years of professional experience related to the following animal husbandry, experience with husbandry of reptiles and specifically turtles is preferred. The facility must provide adequate space, food, water, and temperatures for a minimum of 15 desert tortoises. Tortoises cannot be kept in a communal enclosure; each tortoise must be kept separate from congeners. Offeror may offer both indoor and outdoor enclosures, but must demonstrate, at a minimum, that 15 tortoises can be maintained indoors for long-term periods (e.g., 2 or more years). Offeror must provide general description of facility characteristics, photo documentation verifying description, and agree to an on-site visit and tour of their facility before contract award is finalized. Serve as a primary point of contact for Desert Tortoise Adoption program questions in Utah, and answer email and phone calls from the public about how to adopt tortoises. Collect adoption applications and application fees and deliver those fees and documents to Division staff. Coordinate with the Division and track delivery of applications and fees to the Division’s Native Aquatic Species section in the Salt Lake Office. Answer questions from the public about how to prepare a yard and hibernation area for a tortoise. Conduct site visits and approve or deny caregivers for adoptions. Coordinate with the Division to obtain a Certificate of Registration (COR) for caregivers (tortoise adopters) and coordinate COR payments with the Division. Maintain digital records of CORs and regularly up-date these records (especially caregiver contact information). Contact the Division with questions regarding CORs, COR Variances, Law Enforcement Needs, and other legal or regulatory inquiries Apply PIT tags to uniquely identify tortoises that enter the adoption program. PIT tag numbers should be documented on the COR. PIT tags and PIT tagging equipment will be provided by UDWR. Coordinate the transfer of tortoises to new caregivers. Caregivers can pick up their tortoise at the Contractor’s facility or the Contractor can deliver the tortoises to the caregiver. Answer questions from current tortoise caregivers. Questions typically relate to, but may not be limited to the following: tortoise care, tortoise death and disposition of deceased tortoises, and transferring tortoises to new caregivers. For tortoises that die while in the care of an adopter, the Contractor will maintain records of deceased tortoises.
