Specifications include, but are not limited to: Mowing (with flail mowers or mulching attachments are required) phragmites in a wetland environment. The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide: for qualified contractors with equipment that can mow approximately 300 acres of herbicide-treated Phragmites. This work will require specialized equipment that can effectively mow Phragmites in a wetland environment. The use of flail mowers or mulching attachments will be required. No rotary mower attachments are allowed. The standard for mowing Phragmites will be 90% of existing material will be detached from the ground at a maximum height from the ground of 8 inches. The standard cut length of the stem will be 70% of stem pieces no longer than 8 inches in length. Random grab samples will be conducted by DWR personnel and ocular estimates will be used to determine if the minimum standard has been successfully completed. Sampling will occur at the beginning and throughout the work to determine if the standards are being met or if a new course of action and technique is required so adjustments can be made by the contractor. The environment where the mowing and trampling will be required is a marsh; wet, muddy conditions can be anticipated. Water levels will be at lower levels where water control is available. Ditches and channels exist as well as deep mud in many locations. The preferred machinery for mowing would be an amphibious track machine with low ground pressure and an attached hydraulic driven flail mower. The bid will be awarded based on the price per acre.
