Specifications include, but are not limited to: The purpose of this solicitation is to replace an existing culvert across the Bonneville Shoreline Trail along the east bench area of Cache Valley in order to improve access for wildland fire suppression vehicles. The culvert allows perennial streamflow to drain westerly under the trail, where it is collected for culinary and irrigation purposes. The stream in the culvert originates from a boggy area known as Garr Spring on a hillslope immediately east of the trail and flows at approximately 3 cubic feet per second (cfs.) The Bonneville Shoreline Trail in this location also serves as a service road above the “deer fence” along the western edge of the Millville Face Wildlife Management Area (MFWMA), managed by the Utah Division of Wildlife Resources. A recent update to the management plan for the MFWMA recommends improvement of the trail to provide better access for wildland fire suppression activities. The existing culvert is inadequate to support the weight and clearance width of modern wildland fire response vehicles and therefore needs to be replaced. The culvert replacement project must include design, fabrication and installation of a pre-cast concrete (or suitable alternative) by a qualified vendor. The installation must be accomplished with minimal disruption to streamflow, with channel and site disturbance kept to a minimum in order to comply with the intent of Utah’s stream alteration permit process. ; Successful completion of the project will require the following elements: Site visit to determine work conditions, constraints and opportunities. Scheduling project activities and construction within stipulated timeframe Fabrication or acquisition of culvert components Mobilization of equipment and transportation of construction materials to project site Installation of new culvert and footings will require removal and disposal of existing culvert Installation of footings and box culvert Grading approaches to new culvert so as to be passable by fire vehicles immediately upon culvert installation Site inspection, cleanup, demobilization
