Specifications include, but are not limited to: 1. A study of the costs associated with delivering BWEIP services throughout the State of Utah, 2. A study sample including all 15 EI programs in the State of Utah 3. Introduction of the cost study to stakeholders: a. Conduct at least one (1) in-person meeting with BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director to review study goals and objectives; b. Develop procedures for data collection and for extant data including consent forms; c. Introduce Utah Part C cost study to key stakeholders at a BWEIP Interagency Coordinating Council meeting and a BWEIP Grantee meeting as identified by the BWEIP; d. Finalize study research questions, methods, activities and timelines based on stakeholder feedback; and e. Share results and recommendations from data collected of activities a through d in writing with BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director. 4. Provide an analysis of BWEIP finances and local agency budgets: a. Identify extant data needed for the analysis to be obtained from BWEIP and communicate need to the BWEIP; b. Finalize extant data analysis plan; c. Review documents with the BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director; d. Analyze extant data; e. Report extant data analysis and share with the BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director; f. Develop cost, time diary, and EI Program administrator surveys; g. Share results of activities a through f in writing with the BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director. 5. On-site visits to all EI programs (15) to conduct qualitative and quantitative interviews: a. Finalize protocols and other materials for EI programs and distribute to all local EI programs prior to and in preparation for site visits; b. Share protocols and other materials with the BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director; c. Schedule and conduct site visits to all local EI programs; d. Share results of site visits in writing with the BWEIP Program Manager, BWEIP Financial staff, and CSHCN Bureau Director.
