Specifications include, but are not limited to: ● Best practices for HTS sampling, over-sampling, participant recruitment/incentivization, survey and special survey design, and participant retention/completion ● Recent and emerging HTS-related enhancement opportunities from mobile device applications and location-based service ‘big data’ sources ● Typical weekday and weekend (including local and long-distance recreation) travel including peak and other period work commutes, home-based trips, and non-home based trips ● Dynamics of changing travel-related behavior including adoption of alternative and emerging modes and transportation services; broadband consumption, telecommuting and work-from-home patterns and preferences; and use of e-commerce and delivery services ● Household vehicle ownership characteristics and alternative vehicle adoption, adoption plans/preferences, and current use patterns (including electric vehicles and ebikes) ● Cost sensitivities to transit fares, energy costs, roadway usage charges, parking charges, and other policy areas ● Estimated implementation costs for survey elements and approaches, and what priorities can be met within the project budget
