THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Laura Slauter) for receipt by close of business (2 p.m. local Denver time) on July 29, 2025:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $20 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the UT FLAP WEB 10(1) Causey Reservoir Access project in which you performed roadway excavation, mechanically stabilized earth wall, placement of roadway aggregate, placement of asphalt concrete pavement, guardrail, cofferdams, dewatering, precast reinforced concrete box culvert, and concrete curb. PROJECT NAME AND NUMBER: UT FLAP WEB 10(1) Causey Reservoir Access
PROJECT DESCRIPTION:
The Project goal is to improve access to Causey Reservoir on the Uinta-Wasatch-Cache National Forests in Weber County, Utah. The project begins at the intersection of Utah State Route 39 and Causey Road, located approximately 10.5 miles east of Huntsville, Utah. The project includes improvements along Causey Road, Wheat Grass Canyon Road, and Skull Crack Road.
The project is in rolling terrain within the elevation ranging from 5464.75 to 5779.21 feet.
Proposed improvements include schedules and options:
- Schedule A: 4R improvements consisting of 0.65 miles on Causey Road and Wheat Grass Canyon Road.
- Option X: Beaver Creek structure replacement.
- Option Y: 4R improvements consisting of 0.56 miles on Skull Crack Road.
- Option Z: 3R improvements consisting of 1.39 miles on Causey Road.
SCOPE OF THE WORK:
Schedule A: Major reconstruction on portions of Causey Road and Wheat Grass Canyon Road. All road closures must be coordinated with Boy Scouts of America.
- Three-way intersection improvements: Causey Road will be realigned to change the through movement traffic pattern to Causey Dam Overlook Road instead of Wheat Grass Canyon Road. This realignment would improve the sight distance, promote travel across the dam, and produce on-site material.
- Wheat Grass Canyon Road: Proposed improvements for the first 0.46-miles will provide a 22-foot width through the paved areas and 5 (five) mechanically stabilized earth (MSE) walls (ranging from 9 to 19 feet tall) are required to provide a full two-lane roadway width at locations of severe outboard slope erosion. The proposed improvements will enhance driver safety, expectations, and ride quality by addressing existing conditions where the roadway transitions from two lanes to one and where pavement and aggregate surfaces vary.
Option X: Beaver Creek is conveyed through Causey Road via a bridge, 30-feet wide by 18-feet long, with a 7-ft tall concrete frame structure. The existing roadway width is 20-feet. The existing structure is approximately 50 years old and is located on a local road outside the forest. Bridge railings are functionally obsolete. Proposed improvements will replace the bridge with a 36-feet long, 24-feet span precast reinforced concrete three-sided culvert with precast reinforced concrete headwalls and wingwalls. Concrete seals will be required due to depth of foundations below water table.
- Proposed crossing replacement will be a 3-sided prefabricated structure.
- Shallow foundation design bearing on soil: Bearing capacity of soil and design parameters for earth pressures to aid in wingwall design are detailed in the geotechnical report.
- One 3-week closure will be permitted between early September and mid-October or mid-November through late February. Road closures are to be coordinated with Bureau of Reclamation and Weber Basin Authority to ensure Causey Dam is accessible.
Option Y: Skull Crack Road is currently aggregate surface and will be reconstructed to have consistent 22-foot typical section.
- Minor roadway geometric improvements are needed to meet current design and safety standards.
- The existing deteriorated 72-inch corrugated metal pipe is to be replaced with 12-ft span by 8-ft rise, concrete box culvert.
Option Z: Proposed improvements for Causey Road include rehabilitation of the existing roadway to provide 1.46 miles of 22-foot uniform paved roadway width to address deteriorated pavement. Culverts and guardrails will be replaced where necessary, and ditches will be rehabilitated where feasible.

ANTICIPATED SCHEDULE:
It is anticipated this project will be advertised in October 2025, be awarded by December 2025, and be under construction in May 2026. Construction will occur over two seasons, and the project has an estimated completion date of November 2027. Winter shutdown is assumed from mid-December through mid-May.
ESTIMATED COST RANGE:
The estimated price range of the project work (Schedule A, Option X, Option Y, and Option Z combined) is between: $10,000,000 and $20,000,000.
