Specifications include, but are not limited to: Tooele County Human Services is seeking professional consultation from interested parties who can respond to the following scope of work. Interested parties should have backgrounds in public administration, health and/or behavioral health services including substance use disorders and be familiar with research and processes as they relate to Receiving and Stabilization Centers. SCOPE OF WORK: • Gather information and data that supports the receiving center concept; • Consider a receiving center core with add-ons of stabilization beds (sub-acute care) and/or “drunk tank” options for the inebriated; • Interview law enforcement and behavioral health experts to ascertain the importance of a Receiving Center; • Identify possible considerations for build/lease options; • Identify funding sources for an operational budget, both short and long term; • Identify potential service providers who are capable of organizing, operating, and sustaining a Receiving Center; • Compare and contrast this scope of work with other Receiving Centers already established, i.e., St. George, Davis County, Utah County, BRAG) • Consult with the Receiving Center Planning Committee; • Finalize deliverables according to the schedule and; • Produce the report with forty (40 copies) and; • Make presentations to select committees (3).
