Specifications include, but are not limited to: The Utah Office of Energy Development (OED) and the Utah Division of Emergency Management (DEM) are soliciting proposals for a consultant to review and revise the UTAH ENERGY EMERGENCY PLAN. The selected consultant shall: Review the existing Utah Energy Emergency Plan to assess the current circumstances in the State Propose methods to strengthen the ability of the State, in consultation with owners and operators of the energy infrastructure in the State, to: Secure the energy infrastructure of the State against physical and cybersecurity threats Mitigate the risk of energy supply disruptions to the State; and to enhance the response to, and recovery from, energy disruptions Ensure the state has reliable, secure, and resilient energy infrastructure In consultation with DEM and OED, revise the Utah Energy Emergency Plan to meet the requirements set forward in the IIJA for State Energy Security Plans To meet the requirements set forward in the IIJA for State Energy Security Plan, the Utah Energy Emergency Plan shall: Assess all energy sources and regulated and unregulated energy providers Provide a State energy profile, including an assessment of energy production, transmission, distribution, and end-use Address potential hazards to each energy sector or system, including: Physical threats and vulnerabilities Cybersecurity threats and vulnerabilities Provide a risk assessment of energy infrastructure and cross-sector interdependencies Provide a risk mitigation approach to enhance reliability and end-use resilience
