Awarding this contract through a Standard Procurement Process is impractical and not in the best interest of PCMC, as it is unlikely to result in competitive bids. Friends of Ski Mountain Mining History (FOSMMH) is uniquely qualified to perform the required work on the Thaynes Mine and played an active role in the grant application process for this project. In spring 2025, PCMC, in partnership with FOSMMH, successfully secured a $200,000 Summit County Restaurant Tax Grant. Because Restaurant Tax funds designated for cultural facilities must be awarded to governmental entities, the City served as the primary applicant and official recipient, with FOSMMH identified as the project manager. This marks the second consecutive year that PCMC and FOSMMH have received Restaurant Tax funding for historic mine preservation. FOSMMH is currently leading a multi-phase restoration of the Thaynes Mine, with the long-term goal of opening portions of the site to public visitation. Given FOSMMH’s role as co-applicant on the grant and its ongoing management of restoration efforts at the Thaynes Mine site, a competitive procurement process is unlikely to yield meaningful competition or added value. PCMC therefore recommends awarding the grant funds directly to FOSMMH to ensure continuity and successful project execution.
