Amendment 1-
The purpose of this Amendment is to:
1-Post Site Visit Questions/Answers/Photos and list of attendees
2- Extend Closing date to Thursday, February 19, 2026 at 1:00 PM local time (Mountain Time).
The Heber District Office HVAC system has failed and requires replacement of all AC units and furnaces to have the system operational again. The current system consists of:
- Three (3) outdoor AC Units
- Payne Model #PA13NR060-J (Single Phase)
- Lennox Model #HS29-036-13Y (Three Phase)
- Lennox Model #HS24-413-1Y (Three Phase)
- Two (2) Basement Furnace Units
- Lennox Model #G20RQ3E-75-6 (Single Phase)
- Lennox Model #C16-41W-1FF (Single Phase)
- One (1) Attic Fan Coil
- Lennox Model #CH19-65-2 (Single Phase)
The life expectancy of the AC units is approximately 15-20 years old, and these ones are now 33 years old. They also use a refrigerant (R22) that is 2 generations old. The furnaces are old heat exchangers that constantly fail. The dampers on the furnaces are no longer functional. Due to long lead times and the need for an efficient replacement of this system, we are recommending replacing the two (2) three phase AC units with single phase units. All other units should be replaced with single phase units as well. We also recommend updating the AC units to units that use the new 454B refrigerant.
- The site will not be closed to the public or forest service personnel during implementation. The contractor shall be responsible for signing and limiting public and forest service access to the portions of the building where the work is being completed.
- There is an electrical service existing for the site. Contractor shall have permission to use existing electrical services during construction. Contractor shall be aware of the use of electrical services and shall limit the use of electrical services to the construction alone. Contractor is responsible for turning off all lights and power so as not to waste electrical services. Contractor shall provide connections and extensions of services as required for construction operations.
- There is water service on site. Contractor shall provide connections and extensions of services as required for construction operations.
- Toilet facilities are on site. Contractor and workers shall have access to toilet facilities during construction. Verify with COR which toilets will be available.
- Construction Hours – Hours of operation for the construction, demolition, and subsequent cleanup shall be only between the hours between 7:00 a.m. and 7:00 p.m. Monday through Saturday.
- Contractor shall hold all necessary HVAC contractor licenses.
- Contractor shall ensure all systems that are to be installed meet the energy efficiency requirements and indoor air quality standards as governed by the Federal Government.
- Start up, testing and balancing, checkout, owner training, and warranty shall be included in the project.
- This is a total Small Business Set Aside
- A Site visit for prospective contractors will be held on February 3, 2026 at 2:00 PM (Mountain Time) at the Heber Ranger District Office, 2460 South Hwy 40, Heber, UT 84032.
