Specifications include, but are not limited to: Media campaign to prevent alcohol use during pregnancy. The DHHS MotherToBaby Utah/Pregnancy Risk Line provides information to pregnant and breastfeeding individuals, their providers, and their families about exposures in pregnancy and breastfeeding to prevent birth defects, prevent developmental delays, prevent preterm birth, prevent other adverse outcomes, and improve the health of mom and baby. Fetal alcohol spectrum disorders (FASD) is preventable, lifelong, and there is no cure. FASD includes different medical diagnoses including fetal alcohol syndrome on the more severe end of the spectrum. FASD includes structural birth defects, developmental delays, learning disabilities, and other problems. Individuals with FASD are more likely to need additional medical care, have mental illness, have substance use issues, and have encounters with the criminal justice system. FASD, depending upon the birth defects and developmental delays for the individual, has projected costs of between $850,000 to $2,000,000 in additional lifetime costs of treatment, services, and support for affected individuals, depending upon the severity of their condition. FASD prevalence rates are between 11.3 and 50.0 per 1000 individuals compared to autism prevalence rates of 14.6 per 1000. From the Pregnancy Risk Assessment Monitoring System survey in Utah in 2015, the last one that asked about alcohol use during the third trimester of pregnancy, 2.6% of surveyed women reported that they were consuming alcohol during their third trimester of pregnancy. Data in Utah is unavailable for rates of consuming alcohol during the first and second trimesters of pregnancy. The contracted agency shall develop and produce a media and social marketing campaign that uses an integrated approach to health promotion, public service, awareness-building, and communication strategy. Social marketing is the application of marketing techniques that influence voluntary behavior of a targeted audience. The goal of the campaign is to prevent alcohol use during pregnancy to prevent fetal alcohol spectrum disorders (FASD) among newborn infants. The campaign must: Motivate Utahns to reduce or avoid drinking alcohol during pregnancy. Build awareness of the risks and dangers of drinking alcohol during pregnancy. Promote personal responsibility of avoiding alcohol use during pregnancy. Promote the MotherToBabyUtah/Pregnancy Risk Line as a resource for healthcare providers and the public.
