F-16 MIL-STD-1553 Databus Upgrade - Solicitation FA8232-25-R-B013
A. 28 May 2025. This is the official release of the F-16 MIL-STD-1553 Databus Upgrade Single Award IDIQ Request for Proposal (RFP). Proposals are due no later than Monday, 30 June 2025, 2:00 PM (MDT). The solicitation and applicable attachments are attached.
1. The F-16 Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) will have a $9.9 Million total estimated maximum and will support the procurement of databus upgrade prototypes. This is a competitive acquisition and is a 100% small business set-aside under NAICS Code 334412 which has a 750 employee size standard. Foreign participation is not allowed. The IDIQ will have a 12-month ordering period commencing upon award of the IDIQ.
2. The solicitation attachments referenced in Section J of the RFP are secure attachments (See "Secure FA8232-25-R-B013 Attachments" attachment) and a controlled document access request will need to be submitted by interested vendors through SAM to obtain access to the documents. Approval to access the controlled documents is contingent upon verification of a current and active Joint Certification Program (JCP) certification/DD 2345 for the applicable cage code of the company requesting access. Information on the JCP program can be found at https://www.dla.mil/Logistics-Operations/Services/JCP.

F. 3 July 2025: Due to issues encountered with the PIEE Solicitation Module, offerors may submit their proposal/response to Solicitation No. FA8232-25-R-B013 via encrypted email as described in the solicitation and also via DoD SAFE. In order to submit proposals via DoD SAFE, offerors will need to request a drop-off code from the contracting POCs (Laurie Auernig, laurie.auernig@us.mil and Marcella Iverson, marcella.iverson@us.af.mil) at least 24 hours in advance of the proposal due date.
