Specifications include, but are not limited to: PCMC, by and through its Finance & IT Departments, is issuing this Request for Proposals (RFP) for the submission of proposals from qualified firms capable of satisfying the City’s needs for software and professional services to implement an ERP software system. The City plans to replace its current ERP system environment with a new integrated design and adopt system functionality to support core processes. In doing so, the City seeks to address several challenges in the current environment and meet specific goals and objectives in a potential future environment. The selected ERP system will serve as a core business application for all Accounting/Finance, Utility Billing, Procurement, Building, and Planning & Zoning functions. The City is also requesting information for the possible inclusion and/or integration of other municipal systems including but not limited to, Human Resource management, Budget, Public Works, asset management, and contract and project management. City goals and objectives for a future environment include: • Streamline processes • Ensure that sufficient training, communication, and change management planning are included as part of the ERP project • Increase user access to system data • Use dashboards to give departments and the public access to relevant data • Increase mobile access to the system, including easy access via smart phones and tablets • Select a system with the flexibility to change processes as City priorities change • Create a flexible Chart of Accounts that supports the City’s organizational structure • Support accessible payment options for customers, including the ability for customers to make payments online, and in the field
