Specifications include, but are not limited to: The selected contractor will conduct an independent analysis of Utah’s electrical transmission system, adding regional context as necessary. The analysis will identify the constraints to accessing Utah’s resource potential and provide recommendations on ways to address them. Recommendations will examine costs and benefits, which may include, but are not limited to, potential reliability, economic, operational, and local tax benefits as well as the potential costs to ratepayers. Study activities may include, but are not limited to: • Studying and quantifying constrained system areas (e.g., Sigurd to Huntington, Mona cutplane), assuming current usage and projects with transmission capacity rights (ex. capacity on line) • Evaluating current transmission capacity, including projects in queue with transmission deliverability rights • Quantify transmission upgrade costs to open up constraints, prioritizing the lowest-cost constraints for largest capacity benefits
