Specifications include, but are not limited to: Salt Lake City Corporation (City) is soliciting competitive sealed bids from qualified contractors to provide potassium acetate based runway deicing fluid on an as needed basis for the Department of Airports (Airport). Airport usage of potassium acetate based runway deicing fluid has averaged approximately 261,000 gallons per winter season over the last five (5) years, with the highest season usage being approximately 399,560 gallons.; A. Deicing fluid shall meet all requirements of SAE AMS 1435 and Contractor shall provide, upon request, certification documentation. Said certification shall be by an independent, third party laboratory and shall be dated within the previous twelve months and include conformation for storage stability.; B. Deicing fluid pH shall be in the range of 9.0 to 11.3.; C. Contractor shall be able to provide a complete acute aquatic toxicity test report for deicing fluid. The report test protocol shall clearly state the use of current U. S. Environmental Protection Agency methods for measuring the acute toxicity of effluents to freshwater and marine organisms. (EPA/600/4-90/927.); D. Deicing fluid shall contain at least 50% potassium acetate by weight. The fluid shall not contain urea, ethylene, propylene glycol, or chlorides.; E. The deicing fluid shall be manufactured by Contractor using highest quality materials.; F. Due to the potential for long term storage, the deicing fluid shall be stable and not separate while in storage.; G. Trace contaminates as reported in SAE AMS 1435 3.1.1.3 shall not exceed EPA or State maximum allowable levels. This includes materials used for corrosion inhibitors.; H. Freeze point of the chemical shall be equal to or less than (colder than), -50ْ F.
