The Connecticut Department of Transportation (Department) is seeking to engage a professionalconsulting firm to prepare business plans for the five state-owned General Aviation (GA)Airports. The scope of the project will include the review of the Airports': minimum standards;tenant lease; rules and regulations; fees and tenant services. The consultant will be asked toreview the potential economic growth of the Airports as it relates to: regional economicdevelopment outreach to entities, business and potential users in order to foster regional growthrelated to the GA airports; competitive environment; quantify the economics impact of theairports; general weakness of the aviation industry; state aviation business climate; currenteconomic conditions; soaring fuel prices; attraction of corporate aviation increased variety offixed based operation services; airports' current regional impact; opportunities to broaden theGA exposure; current regional impact; and additional future regional impact measures (e.g. jobs,income and total output). The consultant will be charged to review financial baselines of theairports as well as, methods to improve the GA airports financial performances; and identify anygrant options to explore. In reviewing and developing the strategies to optimize the GA airports'use, the consultant will also review the challenges of the airports physical layout with regards to:runway length constraints (review existing master plans); possible need for more developmentspace; impacts of environmental obligations as it relates to development; flight training issues;and related airport marketing No additional specifications were given.
