Specifications include, but are not limited to: During the winter season it is vital that the Airport de-icing facilities be maintained in an operational status (24) hours a day, seven (7) days a week, including weekends and holidays (“24/7”). The selected Respondent will be responsible for on-call de-icing pad snow removal services 24/7 as ordered and directed by SLCDA. The selected Respondent shall provide all necessary snow removal equipment, qualified and experienced supervisors, equipment operators, and all other materials and labor. Section 7 of this RFP contains an overview map of the areas to receive service. At the discretion of SLCDA, the selected Respondent may be required to perform snow removal service anywhere on Airport property, however, the primary areas to be cleared are, without limitation, paved surfaces adjacent to the de-icing pad support buildings as indicated in Section 7, End of Runway De-icing Pad Dimensions, figures 2 and 4, and: •The “L” (Lima) De-icing Pad •The Runway 34R De-icing Pad •The Runway 34L De-icing Pad Collected snow will be removed to sites by routes as shown in Section 8 – Airport Layout with Haul Routes and Storage. SLCDA is currently constructing a new de-icing pad identified as “16L”, shown in Section 7 as Figure 1 - 16L. Based on construction schedules, it is anticipated that De-icing Pad 16L will be completed approximately October of 2016. Figure 1 - 16L is included in this RFP to advise Respondents that it will be added to the areas to be serviced when completed. The resulting agreement will be amended to provide updated square footage and haul routes. Service costs for the addition of 16L will be negotiated based on established costs for other de-icing pads. II. SNOW REMOVAL SERVICE REQUIREMENTS Described below are the basic requirements and expectations of SLCDA for the Project. This section is subject to modification based upon contract negotiations with the selected Respondent. The selected Respondent ( referred to as “Provider” in this Section 4 and in the attached Form Agreement ), shall at its sole cost provide all equipment, personnel, supplies, and all 13 other necessities to meet the requirements of the resulting agreement: A. Winter Season Hours of Operation 1. Depending on weather conditions, the winter season will generally be from October 1 through April 15th of each year. During the winter season Provider shall, upon request of SLCDA, provide snow removal services on a twenty-four (24) hours a day, seven (7) days a week, including weekends and holidays (“24/7”), on a call-out basis. 2. Provider shall be required to be on standby status any time the weather forecast is for a 20% chance of snow. Provider shall respond and be at the Airport within ninety (90) minutes of a call for service. Snow removal from each de-icing pad shall be completed within thirty (30) minutes of arrival and no more than one hundred twenty (120) minutes from the time of callout. 3. Provider shall be capable of initiating snow removal services at any time specified by SLCDA. In the event of an emergency where an advance specified time cannot be given, Provider shall meet a response time of no more than ninety (90) minutes from the time of SLCDA notification. 4. SLCDA shall, at its sole discretion, decide when Provider shall halt snow removal services, and when Provider shall secure its equipment. B. Minimum Performance Requirements and Standards. 1. Provider shall observe all applicable FAA and TSA requirements, and SLCDA rules and regulations when providing snow removal services at the Airport. 2. Provider’s supervisors shall coordinate its snow removal activities with SLCDA designees, and shall follow instructions given by SLCDA designees.
