Specifications include, but are not limited to: VI. – Contractor shall provide a comprehensive IP-Camera Network and VASMS system that meets the below requirements: i. The envisaged VASMS Integrated Video Surveillance system shall be IP based. Fixed Day and Night Surveillance Cameras shall be used at informed locations. ii. All cameras shall meet the following requirements: 1. Cameras shall confirm to National Television System Committee (NTSC) formatting criteria. 2. Cameras shall be color and auto-day/night feature to digitally switch from color to black and white at dusk and vice versa at dawn. 3. Cameras shall be capable of recording all activities even in zero daylight conditions. 4. Cameras shall have a minimum of 8 megapixels HD resolutions with frame rates at minimum 30 frames per second. 5. Cameras shall be POE with proper signal converter. 6. Cameras shall be rated for continuous operation. 7. Each camera function and activity shall be addressed within the system by a unique user defined name. The use of codes or mnemonics identifying the system shall not be accepted. 8. Cameras shall have built-in video motion detection that automatically monitors and processes activity information from each camera, based upon how the surveillance field-ofview is programmed. 9. A video encoder shall be used to convert the signal from NTSC criteria to Moving Picture Experts Group (MPEG) format. 10. All cameras shall be controlled in real time using a Network Video Recorder (NVR).
